Details

    The main purpose of the release procedure is to ensure the lawful circulation of imported goods in the domestic market. To do this, the foreign trade participant must correctly declare the goods, confirm their origin, value and characteristics, and pay the required duties and taxes.

    Customs clearance for release for domestic consumption is used whenever goods are imported into Russia and are intended to:

  • be sold retail or wholesale;
  • be used in production;
  • be used by an organization for its own needs;
  • be transferred to Russian warehouses, distribution centers or marketplaces;
  • be imported for further processing, servicing or installation.
  • Release for domestic consumption is mandatory:

  • for commercial imports;
  • for supplies under contracts and public procurement;
  • for imports of equipment, components and raw materials;
  • for regular shipments and one-off commercial batches.
  • The essence of the procedure is that the customs authority checks the legality of import, the documents, product safety compliance and the correctness of payments. After that, the goods receive the status of goods in free circulation.

Regulatory framework

  • Customs Code of the EAEU
  • Federal Law No. 289-FZ “On Customs Regulation in the Russian Federation”.
  • Tax Code of the Russian Federation: import VAT, customs duties and excise taxes.
  • Russian Government regulations on non-tariff regulation measures.
  • Federal Customs Service regulations on declaration processing and control.
